It reminds me of the French idiom ne pas savoir sur quel pied danser. If you "don't know which foot to dance on", it means you don't know what to do in a given situation, perhaps especially when you don't know how to react to or interpret someone's behavior towards you. In some contexts, you could even translate it as a Catch-22.
