That's how I took it initially; but when I looked it up, it always meant making a plan in every single example.

Well, the meanings aren't always clearly distinguishable. You take counsel, and that leads to the formation of a plan, so you can often argue. I wouldn't damn you for saying "they formed a plan" or the like here, but "taking counsel" sounds better to me so I'll go with it. And is a common meaning of the expression. Merely sending messengers to the saint to beg him for forgiveness isn't much of a "plan".
