Or maybe both "the 1900s" and les années 1900 refer to the century by default, and both "the 1910s" and les années (19)10 obviously refer to the decade, but we just have to use a different wording when wanting to refer the first decade of a century, e.g. "the 1900 decade" or something.

Wow, I never thought Lybia was part of Maghreb (in France, we use that term pretty exclusively for Algeria, Morocco and Tunisia), but I now know better.

The definition of the Maghreb has changed over time but now Lybia is part of the "Arab Maghreb Union", so... The English Wikipedia article straightforwardly says: "The region comprises western and central North Africa, including Algeria, Libya, Mauritania (also considered part of West Africa), Morocco, and Tunisia."
