Was he created by an American author? No. I would have to say "no", but it seems to me there could be cases that would feel different somehow. I agree. I think the "time of focus" of the narration has to be taken into account to some extent (what gets to be treated as "present time", even if the narration is in the past tense), but even then there might be unclear cases.

Politics in the real world is and was in a bad way in many respects, but I don't think we've ever descended to the level of involving fictional characters.

A politician could use a fictional character to push an agenda. Or an author could be making a political point through a character who isn't engaged in politics.
